I agree with you Mr Muhesi, Lukwago misjudged this one. But he can’t claim ignorance of the ‘diminished role/diminished responsibility’ status of a new Kampala mayor.

Chances are, being a lawyer and “litigious”, he assumed that once installed as mayor, he could set traps for the executive [NRM], publicly moan about interference, obstructions etc, earn sympathy and then turn to the courts and engineer Parliament to beef up his role. If there is mileage in that, I don’t know, but the downside is Lukwago could spend his entire term engulfed in lengthy and costly litigation and lose at the end of it all.

What is obviously not in doubt is being mayor of Kampala is no longer the assured launch pad to greater heights it used to be. If Lukwago had designs on relying KCCA offices to woo voters and worthy recognition beyond the city and country, he is in for a shock. The job has been tailored to suit retirees not highly ambitious young politicians. Buoyed by flattening Sematimba at the polls, Lukwago must feel bitter for ending up weighed down by a lowly ‘dead’ job, a job that will surely keep him sulking for a long time.

And signs are Musisi’s star will inevitably rise and shine brightly (especially so if she maintains her tough stance on entrenched sloppiness in construction, KCCA business activities and property disposals or acquisitions).

It is all in Lukwago’s hands now. If he is to remain relevant, he can’t keep on being antagonistic and alienating voters (voters are fickle and easily tire of such tactics, more so when the ‘enemy’ keeps scoring points). The unthinkable alternative is for Lukwago to remain confined in the doghouse, sulking, issuing endless threats and writs.

As for yearning for publicity, Lukwago is as guilty as the next politician – a politician, especially one disadvantaged by operating in the opposition, is worth nothing if he/she is publicity-shy. That aside, unless I read it wrong, Lukwago still wants to wield power and influence policy, so the only viable option left for him is to swallow his pride, end the KCCA misery, leave the kennel and re-enter Parliament politics at the first opportunity.

That said, in future, it will be interesting to know how many people will actually bother voting for anyone whose major roles involve tending to visiting dignitaries to the city as well as officiating at sports galas, openings of clinics and schools.

It’s no surprise why "streetwise" DP man “Hajji” jumped ship with his abysmal record in KCC joining the ruling party to save his own tummy as always.

Sematimba should have been left to tussle it out with this lady Jennifer, both coming from the same camp. Pro NRM KCCA would have no one but themselves to blame for any potential failures.The overall winners would have been Kampala electors.
Lack of internal wrangles would create the right environment for service delivery and no finger pointing at who was the detractor of policy and implementation by the KCCA.

I can now see a situation where Musisi blames her adversary for dragging her to court and wasting her valuable time best spent on vital issues of KCCA. NO prizes for naming the overall looser as the two continue their wrangles while taxpayers foot their irresponsible court theatre.

Fact is that at the level which our economy is in we still need them(boda bodas) alot, people are feeding there families based on riding those boda bodas, and also the boda bodas offer an alternative transport means around the city, making transport cheap because of the increased competition, i also believe that it is apparently not the right time to pull boda bodas out of the city, considering the current political situation in and out of the country(strikes, and struggle for power), what i mean this decision to pull them out of the city will just worsen the political and economic crisis, for example increased government opposition, and increased levels of unemployment which will lead to low levels of demand for goods and services in our economy, and may be later on lead to a recession. I would advise the current NRM Government to be very very careful on this matter, because it could be one of the major causes of its drastic down fall and loss of political support and popularity among the local poor people who are the majority. Erisa Mukwaba says: “The highly trained and experienced Jennifer Musisi Ssemakula and the equally learned Ssalongo Erias Lukwago are wasting our resources battling each other as we the deprived Ugandans continue to miss the services.”


Mr. Mukwaba, you are not alone in wishing a speedy end to the Lukwago/Musisi stand-off.

General feeling is this battle/human conflict/altercation/ding-dong/fisticuffs/ is not personal nor tribal. It is far bigger than the two individuals. It is NRM vs. DP. It is NRM using all available tools/resources to silence DP and DP putting up a spirited fight.

But do millions of suffering Kampala dwellers, workers and visitors need that from city managers? Given all the problems Kampala is saddled with, can’t common sense and common purpose be at the fore front of what Musisi and Lukwago do? Apart from sending Tinyefunza packing, the city executive and mayor have only excelled in prolonged sessions of unnecessary, uncivilised, divisive, wasteful, vindictive, amateurish and defeatist behaviour.

As individuals, Musisi is to NRM what Lukwago is to DP – both talented, uncomplicated (no ‘Otafiireism’ about them), hardworking, well meaning no-nonsense types who thrive on serving and achieving results. Placed in high-profile jobs, such smart individuals usually have the wherewithal to get on with their respective roles despite their political affiliations. But Musisi and Lukwago are impeded by the callous nature of the do-or-die politics that clouds duty and decisions, a form of politics that rewards failure and pays scanty attention to the electorates’ wishes and needs.

This is where we are - stuck with this unseemly affair simply because Kampala voters have stubbornly shunned all NRM advances.

Now, Mr. Mukwaba, consider this. Do you know of an elected official who is as politically weak as the current mayor of Kampala? Had the NRM candidate, Peter Sematimba, won the mayoral race, would Museveni [State House] have imposed on him an all-powerful and ruthless executive as Musisi? I doubt. Truth is, with Sematimba as mayor, our ever supine legislators would have been prevailed upon by State House functionaries to amend relevant Sections and Subsections of the Constitution to suit the NRM winner...(Historically, as long as the political winds are blowing in a particular direction favoured by the ruling party, our Constitution is fine. Once ‘turbulence’ is detected, pencils are sharpened and changes are swiftly and hastily introduced). Time will come when challenging State House directives is tantamount to challenging the Constitution.

Cruel irony is it is a minister for Kampala (an elected official himself) who is allegedly thwarting and usurping Lukwago’s remaining few ceremonial powers. So, can you not envisage the frustration and bitterness simmering inside a man of Lukwago’s calibre? Though frustrated, we can’t claim to be too surprised when “learned” Lukwago refuses to remain a spectator only interested in concentrating on enjoying the trappings of a non-job.

So...much as we all need “battling” Kampala leaders to get on with it and prevent further “wasting of resources”, it is obvious who the losers are - Kampala - and where this undignified mess was manufactured – in the inner sanctum of State House.

I read with amazement the opinion of Fred Opolot on President Issaias' visit to Uganda. To my surprise, the author supposed to be Media Center is out of reality about Eritrean and the current situation.

Fred is prescribing that Eritrea should not be isolated. However, he never mentioned that Eritrea is the only country with no Freedom of Press, no freedom of assembly, no functioning parliament.

It could have been prudent to him to remember that 10 years ago progressive Eritreans who wanted rule-of-law are arrested including journalists. I am afraid that Fred is out of touch regarding Eritrea, and on the 10 year commemoration of the arrest, he is not reading other Media experts on Eritrea, but himself.
