INVITATION FOR PRE-QUALIFICATION (WORKS)

Project: Farm Income Enhancement and Forest Conservation Project (FIEFOC)

Works:Re-construction/ Rehabilitation of Mubuku, Doho, Agoro and Olweny Irrigation Schemes under the
Agricultural Enterprise Development Component

1.The Government of the Republic of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has received credit from the African Development Fund (ADF) towards the cost of the Uganda Farm Income Enhancement and Forest Conservation Project (FIEFOC) and
intends to apply part of the proceeds of the Credit to eligible payments for rehabilitation of the four irrigation schemes of Mubuku in Kasese District,
Doho in Butaleja District, Agoro in Lira/Dokolo District and Olweny in
Kitgum district under Lots 1, 2, 3 and 4 respectively for which this Invitation
for Prequalication is issued.

2.The Ministry of Agriculture, Animal Industry and Fisheries, hereinafter
referred to as “the Employer,” intends to prequalify contractors /rms for the following lots under this project:

Lot 1-Rehabilitation/ reconstruction of Mubuku Irrigation Scheme

Lot 2- Rehabilitation/ reconstruction of Doho Irrigation Scheme

Lot 3- Rehabilitation/ reconstruction of Agoro Irrigation Scheme

Lot 4- Rehabilitation/ reconstruction of Olweny Irrigation Scheme

3. Prequalication is open to contractors and voluntarily formed joint ventures from eligible source countries, in accordance with the Rules for Procurement.

Domestic or regional contractors may apply for prequalication independently or in joint venture with foreign contractors. Applications may be made for prequalication for one or more of the above lots.

4. Eligible applicants may obtain further information and inspect the pre-qualication documents at the oce of:

5. A copy of the complete set of pre-qualication documents for any of the lots may be purchased by any interested eligible applicant on payment of a
non refundable fee of Uganda Shillings One Hundred Thousand only or US Dollars 50 for each set of pre-qualication document per lot.

6. The minimum requirement for qualication for each lot is as follows;

Lot 1-Rehabilitation/Construction of Mubuku Irrigation Scheme

 Annual turnover over the last ve years- US $ 20 million

 At least 3 projects completed successfully of the same nature and
complexity in the last 10 years accompanied with proof of signed contracts and certicates of completion

 Experienced site Personnel to meet the requirements of the rehabilitation/
construction with a minimum of ten years in similar works

 Equipment to meet the requirements of the rehabilitation/construction

 Financial liquidity of not less than US $ 2 Million

 Audited balance sheets for the last three years

Lot 2- Rehabilitation/Construction of Doho Irrigation Scheme

 Annual turnover over the last ve years- US $ 20 million

 At least 3 projects completed successfully of the same nature and
complexity in the last 10 years accompanied with proof of signed
contracts and certicates of completion

 Experienced site Personnel to meet the requirements of the rehabilitation/
construction with a minimum of ten years in similar works

 Equipments to meet the requirements of the rehabilitation/construction

 Financial liquidity of not less than US $ 2.5 Million

 Audited balance sheets for the last three years

Lot 3- Rehabilitation/Construction of Agoro Irrigation Scheme

 Annual turnover over the last ve years- US $ 15 million

 A tleast 3 projects completed successfully of the same nature and complexity in the last 10 years accompanied with proof of signed
contracts and certicates of completion

 Experienced site Personnel to meet the requirements of the rehabilitation/ construction with a minimum of ten years in similar works

 Equipments to meet the requirements of the rehabilitation/construction

 Financial liquidity of not less than US $ 1.5 Million

 Audited balance sheets for the last three years

Lot 4- Rehabilitation/Construction of Olweny Irrigation scheme

 Annual turnover over the last ve years- US $ 25 million

 A tleast 3 projects completed successfully of the same nature and
complexity in the last 10 years accompanied with proof of signed contracts and certicates of completion

 Experienced site Personnel to meet the requirements of the rehabilitation/
construction with a minimum of ten years in similar works

 Equipments to meet the requirements of the rehabilitation/construction

 Financial liquidity of not less than US $ 5 Million

 Audited balance sheets for the last three years

7. Submissions of Applications for Prequalication must be received in sealed envelopes (6 Copies), either delivered by hand or by registered mail to:

8. The Ministry of Agriculture, Animal Industry and Fisheries reserves the right
to accept or reject any applications.

9. Applicants will be advised, in due course, of the results of their applications.

Only rms and joint ventures prequalied under this procedure will be
invited to bid.
