Land mis-management and grabbing in Jinja Municipality

THE office of the Town Clerk has persistently received disturbing reports from the Community, Developers, Local Leaders and some Government Agencies about massive land mismanagement and grabbing in the Municipality particularly in respect of:-

1) Leasing out land in total disregard of Jinja Municipal Council which is the planning authority according to Town and County Planning Act CAP. (246) Section 9(2).

2) Giving out land gazetted for Open Spaces, Road Reserves, Government Institutions and other Recreational facilities and “Changing User” without approval of Council and Town and County Planning Board as the law requires.

3) Continuous leasing out land even when there is no functional District Land Board.

4) Grabbing and fencing off land, by individuals, without any genuine allocation and permission from relevant authorities.

The prescribed procedure for leasing out land in an Urban Authority must be abided by which emphasizes the following salient features:

i) The land must be available and free from any form(s) of encumbrance(s).

ii) The land must be planned by the Urban Council and survey done to ensure conformity with the Structure Plan after which deed plans are issued by the Commissioner of Survey and Mapping.

iii) The Area Land Committee must physically visit the area and talk to neighbours to ensure that there is no dispute, whatsoever, before forwarding the form to the District Land Board.

This Notice is intended to inform and advise our communities and other stakeholders to refrain from the land malpractice in order to stream line land management in Jinja Municipality.

Failure to abide will lead to prosecution, loss of funds and/or land.

Time is now. Tomorrow may be too late.
