In his commentary in today’s New Vision Dr Patrick Asea hit it on the head — as he should, when explaining what was left unsaid in this year’s budget.

He says the finance ministry has paid little heed to the need to raise productivity by failing to promote capital formation and technology adaption/transfer and in so doing Asea argues the minister and his crew are just paying lip service to improving the country’s productivity. Hear! Hear!
